三、国家对特种劳动防护用品实施安全生产许可证制度。用人单位采购、发放和使用的特种劳动防护用品必须具有安全生产许可证、产品合格证和安全鉴定证。

The State implements licensing policy on thesafe manufacturing of special personal protective equipment. The special personalprotective equipment purchased, distributed and used by employing units must bewith safe manufacturing license, qualified product certificate and safetyappraisal certificate.
