中华人民共和国大气污染防治法 (2018修订) 第四十四条

生产、进口、销售和使用含挥发性有机物的原材料和产品的，其挥发性有机物含量应当符合质量标准或者要求。

国家鼓励生产、进口、销售和使用低毒、低挥发性有机溶剂。

Any VOC material or product which is manufacturing, importing, selling and or using, its VOC volume shall comply with standard and requirement.

Government encourage to manufacture, import, sell and use organic solvents with low toxicity and low VOC.
