经营劳务派遣业务，应当向所在地有许可管辖权的人力资源社会保障行政部门（以下称许可机关）依法申请行政许可。未经许可，任何单位和个人不得经营劳务派遣业务。

To engage in the labordispatch business, an entity shall apply for an administrative license to theadministrative department of human resources and social security having thelicensing jurisdiction in the place where it is located (hereinafter referredto as the “licensing authority”) according to law. No entity or individual mayengage in the labor dispatch business without licensing.
