排污许可管理条例 第二十四条（2021年3月1日）

污染物产生量、排放量和对环境的影响程度都很小的企业事业单位和其他生产经营者，应当填报排污登记表，不需要申请取得排污许可证。

需要填报排污登记表的企业事业单位和其他生产经营者范围名录，由国务院生态环境主管部门制定并公布。制定需要填报排污登记表的企业事业单位和其他生产经营者范围名录，应当征求有关部门、行业协会、企业事业单位和社会公众等方面的意见。

The regulation onmanagement of pollutant discharge permits (2021),Article 24

Enterprises, public institutions, other producers and businessoperators with very small amount of produced and discharged pollutants or verylow degree of environmental hazard shall fill in a pollutant dischargeregistration form and do not need to apply for a pollutant discharge permit.

The list of scope of enterprises, institutions, otherproducers and operators who need to fill in the pollution dischargeregistration form shall be formulated and announced by the competent departmentof ecological environment under the State Council. When formulating a list ofthe scope of enterprises, public institutions, other producers and businessoperators that need to fill in the pollutant discharge registration form,opinions shall be solicited from relevant departments, trade associations,enterprises, institutions and the general public.
