机关、团体、企业、事业单位消防安全管理规定（中华人民共和国公安部令第61号）, 第三十八条

下列人员应当接受消防安全专门培训： (一)单位的消防安全责任人、消防安全管理人； (二)专、兼职消防管理人员； (三)消防控制室的值班、操作人员； (四)其他依照规定应当接受消防安全专门培训的人员。 前款规定中的第(三)项人员应当持证上岗。

Provisions on the Administration of Fire Control Safety of State Organs, Organizations, Enterprises and Institutions, Article 38

The following personnel shall receive specialized fire safety training: (1) the fire safety responsible person and fire safety manager of the organization; (2) Full time and part-time fire management personnel; (3) Duty and operation personnel in the fire control room; (4) Other personnel who are required to receive specialized fire safety training in accordance with regulations. The personnel mentioned in the third item of the preceding paragraph shall hold a certificate before taking up their posts.
