防雷减灾管理办法（2013修改） 第十一条

各类建（构）筑物、场所和设施安装的雷电防护装置（以下简称防雷装置），应当符合国家有关防雷标准和国务院气象主管机构规定的使用要求，并由具有相应资质的单位承担设计、施工和检测。

本办法所称防雷装置，是指接闪器、引下线、接地装置、电涌保护器及其连接导体等构成的，用以防御雷电灾害的设施或者系统。

Lightning protection devices (hereinafter referred to as"LPDs") installed on various buildings, structures, sites, andfacilities shall comply with national lightning protection standards and theusage requirements stipulated by the meteorological authority under the StateCouncil. The design, construction, and inspection of such devices shall beundertaken by qualified entities with appropriate qualification.

For the purposes of these Measures, "lightning protectiondevices" refer to facilities or systems composed of air-terminationsystems, down conductors, grounding devices, surge protective devices (SPDs),and their connecting conductors, designed to defend against lightningdisasters.

防雷装置实行竣工验收制度。

县级以上地方气象主管机构负责本行政区域内的防雷装置的竣工验收。

负责验收的气象主管机构接到申请后，应当根据具有相应资质的防雷装置检测机构出具的检测报告进行核实。符合要求的，由气象主管机构出具验收文件。不符合要求的，负责验收的气象主管机构提出整改要求，申请单位整改后重新申请竣工验收。未取得验收合格文件的防雷装置，不得投入使用。

An acceptance inspection system shall be implemented for LPDs.

Local meteorological authorities at or above the county level areresponsible for the acceptance inspection of LPDs within their administrativeregions.

Upon receiving an application, the responsible meteorological authorityshall verify compliance based on inspection reports issued by qualified LPDtesting institutions. If the requirements are met, the meteorological authorityshall issue an acceptance certificate. If not, the authority shall specifyrectification measures, and the applicant must reapply for acceptanceinspection after making corrections. LPDs without an acceptance certificateshall not be put into use.

投入使用后的防雷装置实行定期检测制度。防雷装置应当每年检测一次，对爆炸和火灾危险环境场所的防雷装置应当每半年检测一次。

LPDs in use shall be subject to a regular inspection system. LPDs shallbe inspected annually, while those in explosive and fire-hazardous environmentsshall be inspected every six months.

第二十二条 防雷装置所有人或受托人应当指定专人负责，做好防雷装置的日常维护工作。 发现防雷装置存在隐患时， 应当及时采取措施进行处理。

第二十三条 已安装防雷装置的单位或者个人应当主动委托有相应资质的防雷装置检测机构进行定期检测，并接受当地气象主管机构和当地人民政府安全生产管理部门的管理和监督检查。

Article 22

The owner or trustee of an LPD shall designate a responsible person toconduct daily maintenance. If potential hazards are identified, timely measuresmust be taken to address them.

Article 23

Organizations or individuals with installed LPDs shall proactivelycommission qualified LPD testing institutions for periodic inspections andaccept supervision, inspection, and management by local meteorologicalauthorities and work safety administration departments of the people'sgovernment.
