防雷减灾管理办法（中国气象局令第44号公布） 第十一条

各类建（构）筑物、场所和设施安装的雷电防护装置，应当符合国家有关防雷标准和国务院气象主管机构规定的使用要求，并由具有相应资质的单位承担检测。

本办法所称防雷装置，是指接闪器、引下线、接地装置、电涌保护器及其连接导体等构成的，用以防御雷电灾害的设施或者系统。

Lightning protection devices installed on various buildings, structures,sites and facilities shall comply with national lightning protection standardsand the usage requirements stipulated by the meteorological authority under theState Council, and shall be inspected by qualified entities with appropriatequalification.

For the purposes ofthese Measures, "lightning protection devices" (LPDs) refers tofacilities or systems composed of air-termination systems, down conductors,grounding devices, surge protective devices (SPDs), and their connectingconductors, designed to defend against lightning disasters.

投入使用后的雷电防护装置应当根据国家有关建筑物防雷标准实行定期检测制度。雷电防护装置应当每年检测一次，对爆炸和火灾危险环境场所的雷电防护装置应当每半年检测一次。

After being put into use, lightning protection systems shall be subjectto a periodic inspection regime in accordance with national standards forbuilding lightning protection. Such systems shall be inspected once every year;those installed in locations with explosion or fire hazards shall be inspectedonce every half-year.

第十六条 雷电防护装置所有人或受托人应当指定专人负责，做好雷电防护装置的日常维护工作。 发现雷电防护装置存在隐患时，应当及时采取措施进行处理。

第十七条 已安装雷电防护装置的单位或者个人应当主动委托有相应资质的雷电防护装置检测机构进行定期检测，并接受当地气象主管机构和当地人民政府安全生产管理部门的管理和监督检查。

Article 16

The owner or trustee ofa lightning protection systemshall designate a responsible person to conduct daily maintenance. If potentialhazards are identified, timely measures must be taken to address them.

Article 17

Organizations orindividuals with installed lightningprotection systems shall proactively commission qualified lightning protection systemtesting institutions for periodic inspections and accept management, supervisionand inspection by local meteorological authorities and work safetyadministration departments of the people's government.
