中华人民共和国海洋环境保护法（2023年10月24日 第二次修订）第六十三条

禁止在沿海陆域新建不符合国家产业政策的化学制浆造纸、化工、印染、制革、电镀、酿造、炼油、岸边冲滩拆船及其他严重污染海洋环境的生产项目。

The new construction of the following highly marine-polluting production projectson coastal land is prohibited if they do not complywith the State’s industrial policies: chemical pulping andpapermaking, chemical industry, dyeing and finishing, tanning, electroplating,brewing, oil refining, ship dismantling by beaching, and any other productionprojects that seriously pollute the marine environment.
