中华人民共和国海洋环境保护法（2023年10月24日 第二次修订）第七十一条

任何个人和未经批准的单位，不得向中华人民共和国管辖海域倾倒任何废弃物。

需要倾倒废弃物的，产生废弃物的单位应当向国务院生态环境主管部门海域派出机构提出书面申请，并出具废弃物特性和成分检验报告，取得倾倒许可证后，方可倾倒。

No individual or organization may dump any wasteinto the sea areas under the jurisdiction of the People’s Republic of Chinawithout approval.

Any unit that needs to dump waste shall file awritten application with the marine office dispatched by the competentecological and environmental department of the State Council, submit a reporton the physical and chemical characteristics and composition of the waste, andobtain a dumping permit before dumping.
