中华人民共和国危险化学品安全法（2026年5月1日施行） 第十三条

生产、储存、使用、经营危险化学品的单位应当按照国家有关规定对危险化学品重大危险源登记建档，进行定期检测、评估、监控，制定应急预案，建立重大危险源安全责任制，并将重大危险源的储存数量、储存地点、管理人员的情况及有关安全措施、应急措施报所在地县级人民政府应急管理部门、消防救援机构和有关部门备案；在港区内储存的，报港口行政管理部门、消防救援机构和有关部门备案。

Article13

Entitiesthat produce, store, use, or trade hazardous chemicals shall, in accordancewith relevant rules issued by the state, register and file major hazardinstallations of hazardous chemicals, conduct regular inspections, assessment,and monitoring, formulate emergency response plans, establish a safetyresponsibility system for major hazard installations, report the storage quantity,storage location, the information on management personnel, as well as relevantsafety measures and emergency response measures of the major hazardinstallation(s) to the emergency management department of the local people'sgovernment at the county level, the fire rescue agency, and relevantdepartments for recordation; and if hazardous chemicals are stored within theport area, report to the port administrative department, the fire rescue agency,and relevant departments for recordation.
