中华人民共和国危险化学品安全法（2026年5月1日施行） 第二十八条

生产、储存危险化学品的单位在公共区域埋地、地面和架空的危险化学品输送管道及其附属设施的安全管理，应当符合法律、行政法规的规定和国家标准、行业标准的要求。

生产、储存危险化学品的单位，应当对其敷设的危险化学品管道设置明显标志，并对危险化学品管道定期检查、检测、巡护。

进行可能危及危险化学品管道安全的施工作业，施工单位应当在开工的七日前将施工方案书面通知管道所属单位，并与管道所属单位共同制定应急预案，采取相应的安全防护措施。管道所属单位应当指派专门人员到现场进行管道安全保护指导。

Article28

Thesafety management of underground, ground-level, and overhead pipelines for thetransport of hazardous chemicals and their ancillary facilities in public areasby entities engaged in the production or storage of hazardous chemicals shallcomply with the provisions of laws and administrative regulations and therequirements of national standards and industry standards.

Entitiesengaged in the production or storage of hazardous chemicals shall set upconspicuous signs for the pipelines they lay for transporting hazardouschemicals and inspect, test, and conduct patrol inspections of hazardouschemical pipelines on a regular basis.

Whenconducting construction operations that may endanger the safety of hazardouschemical pipelines, the construction entity shall notify in writing the ownerof the the pipelines of the construction plan seven days before thecommencement of construction, formulate an emergency plan in conjunction withthe pipeline owner, and take corresponding safety protection measures. The pipelineowner shall appoint designated personnel to provide on-site guidance onpipeline safety protection.
