中华人民共和国危险化学品安全法（2026年5月1日施行） 第四十条　

生产、储存剧毒化学品或者国务院公安部门规定的可用于制造爆炸物品的危险化学品（以下简称易制爆危险化学品）的单位，应当如实记录其生产、储存的剧毒化学品、易制爆危险化学品的品种、数量、流向，并采取必要的安全防范措施，防止剧毒化学品、易制爆危险化学品丢失或者被盗；发现剧毒化学品、易制爆危险化学品丢失或者被盗的，应当立即向当地公安机关报告；公安机关应当根据实际情况及时通报应急管理等有关部门。

生产、储存剧毒化学品、易制爆危险化学品的单位，应当设置治安保卫机构，配备专职治安保卫人员，并依法报公安机关备案。

Article40

Anentity producing or storing highly toxic chemicals or hazardous chemicals thatcan be used to produce explosives as prescribed by the public securityauthority of the State Council (hereinafter referred to as precursor chemicalsfor making explosives) shall truthfully record the types, quantities, and flowof highly toxic chemicals or precursor chemicals for making explosives theyproduced or stored, take necessary security precautions to prevent the loss ortheft of such chemicals. If they discover the loss or theft of highly toxicchemicals or precursor chemicals for making explosives, they shall immediatelyreport to the local public security authority. The public security authorityshall, in a timely manner, notify the emergency management and other relevantdepartments according to the actual circumstances.

Anentity producing or storing highly toxic chemicals or precursor chemicals for makingexplosives shall set up a security and protection agency, equipped with full-timesecurity guards, and report to the public security authority for recordation inaccordance with the law.
