中华人民共和国危险化学品安全法（2026年5月1日施行）第四十一条、第四十二条、第四十三条

第四十一条　

危险化学品应当储存在专用仓库、专用场地或者专用储存室、储存专柜（以下统称专用储存场所）内，并由专人负责管理；剧毒化学品以及储存数量构成重大危险源的其他危险化学品，应当在专用储存场所内单独存放，实行双人收发、双人保管制度，收发记录的保存期限不得少于三年。

危险化学品的储存方式、方法以及储存数量应当符合国家标准或者国家有关规定。

第四十二条　

储存危险化学品的单位应当建立危险化学品出入库核查、登记制度。

剧毒化学品储存单位应当将剧毒化学品的储存数量、储存地点以及管理人员的情况，报所在地县级人民政府应急管理部门、消防救援机构和公安机关备案；在港区内储存的，报港口行政管理部门、消防救援机构和公安机关备案。

第四十三条　

危险化学品专用储存场所应当符合国家标准、行业标准的要求，并设置明显的标志。储存剧毒化学品、易制爆危险化学品的专用储存场所，应当按照国家有关规定设置相应的实体防范、技术防范设施。

储存危险化学品的单位应当对其危险化学品专用储存场所的安全设施、设备定期进行检测、检验；检测、检验不合格的，应当停止使用，并按照规定予以维修或者更换。

Article41

Hazardouschemicals shall be stored in dedicated warehouses, specific sites, or dedicatedstorage rooms or storage cabinets (collectively, “dedicated storage areas”) andmanaged by designated personnel. Highly toxic chemicals and other hazardouschemicals with a storage quantity constituting a major hazardous installation,shall be separately stored in dedicated storage areas, and a system of double-personreceipt or dispatch and double-person custody shall be implemented. Theretention period of receipt and dispatch records shall not be less than threeyears.

The storageways, methods and quantities of hazardous chemicals shall comply with nationalstandards or relevant national regulations.

Article42  

Anentity storing hazardous chemicals shall establish a system for inventory verificationand recording of the entry and exit of hazardous chemicals.

Anentity storing highly toxic chemicals shall report the information concerningthe storage quantity, storage location, and personnel in charge, of the highlytoxic chemicals to the emergency management department, the fire rescue agency,and the public security authority of the local government at the county level,for recordation. If the storage is in a port area, it shall be reported to theport administrative department, the fire rescue agency, and the public securityauthority for recordation.

Article43 

Thededicated storage areas for hazardous chemicals shall comply with therequirements of national and industry standards, and conspicuous signs shall beset up. Dedicated storage areas for highly toxic chemicals and precursorchemicals for making explosives shall be equipped with corresponding physicaland technical preventive facilities in accordance with relevant rules issued bythe state.

Anentity storing hazardous chemicals shall regularly conduct testing andinspections on the safety facilities and equipment of the dedicated storageareas for hazardous chemicals. If the result of testing or inspection fails,the entity shall stop using them, and repair or replace according to theapplicable provisions.
