中华人民共和国危险化学品安全法（2026年5月1日施行） 第五十八条

依法取得危险化学品安全生产许可证、危险化学品安全使用许可证或者危险化学品经营许可证的企业，凭相应的许可证件购买剧毒化学品、易制爆危险化学品。民用爆炸物品、烟花爆竹、武器装备科研生产企业凭相应许可证购买易制爆危险化学品。

前款规定以外的单位购买剧毒化学品的，应当向所在地县级人民政府公安机关申请取得剧毒化学品购买许可证；购买易制爆危险化学品的，应当持本单位出具的合法用途说明。

Article58

Enterprisesthat have obtained the hazardous chemical work safety (safety production)permit, hazardous chemical safe use permit, or hazardous chemical operationpermit in accordance with the law may purchase highly toxic chemicals or precursorchemicals for making explosives with the corresponding permits. Enterprisesengaged in the scientific research and production of explosive items for civiluse, fireworks and firecrackers, and weapons and equipment shall purchasehazardous/precursor chemicals for making explosives with the correspondingpermits.

Topurchase highly toxic chemicals, an entity other than those specified in thepreceding paragraph shall apply to the public security authority of the localpeople's government at the county level for obtaining a permit for the purchaseof highly toxic chemicals; and to purchase hazardous/precursor chemicals formaking explosives, it shall provide a statement of the lawful use of suchchemicals.
