中华人民共和国危险化学品安全法（2026年5月1日施行） 第六十五条

从事危险化学品道路运输、水路运输的，应当向市场监督管理部门办理登记手续，并分别依照有关道路运输、水路运输的法律、行政法规的规定，取得危险货物道路运输许可、相应危险货物水路运输许可或者办理备案手续。

通过道路、水路运输危险化学品，应当由依法取得相应许可或者办理备案手续的运输企业承运，其他单位和个人不得承运。托运人应当委托依法取得相应许可或者办理备案手续的运输企业承运，不得委托其他单位和个人承运。其他单位和个人的危险化学品运输车辆不得挂靠经营。

危险化学品道路运输企业、水路运输企业应当配备专职安全生产管理人员。

Article65

Anyentity engaged in the road or waterway transport of hazardous chemicals shallgo through the registration formalities at the market regulation departmentand, in accordance with the provisions of laws and administrative regulationson road and waterway transport respectively, obtain a license for the roadtransport of dangerous goods or a corresponding license for the waterwaytransport of dangerous goods, or go through recordation formalities.

Theroad or waterway transport of hazardous chemicals shall be carried out by the transportenterprises that have obtained the corresponding licenses or completedrecordation formalities in accordance with the law. Other entities andindividuals are not allowed to undertake the transportation. The consignorshall entrust the transporation enterprises that have legally obtained thecorresponding license or completed recordation formalities to undertake thetransporation, and shall not entrust other entities or or individuals. Thevehicles transporting hazardous chemicals of other entities and individualsshall not be used for operation under approach of attachment.

Enterprisesengaged in the road or waterway transport of hazardous chemicals shall be equippedwith full-time work safety managers.
