生态环境监测条例（2026年1月1日施行） 第二条

本条例所称生态环境监测，包括政府及其有关部门为履行生态环境保护等职责开展或者组织开展的生态环境监测（以下统称公共监测），以及负有法定监测义务的企业事业单位和其他生产经营者（以下统称企事业单位）就其相关活动对生态环境的影响开展的自行监测。

Article2

For the purposes of this Regulation,“ecological and environmental monitoring” includes ecological and environmentalmonitoring conducted or organized by the government and its relevantdepartments to perform their ecological and environmental protection and otherduties (collectively, “public monitoring”), as well as self-monitoringconducted by the enterprises,public institutions, and other producers and traders with statutory monitoringobligations (collectively, “enterprises and public institutions”) regarding theimpact of their relevant activities on the ecology and environment.
