中华人民共和国生态环境法典（2026年8月15日起施行）第六十七条

生态环境分区管控方案应当落实生态保护红线、环境质量底线、资源利用上线目标，划定优先保护、重点管控、一般管控单元，明确相应的生态环境准入清单。禁止违反生态环境准入清单规定进行生产建设活动。

An ecological and environmentalzoning-based management and control scheme shall implement the objectives ofthe ecological conservation red line, the environmental quality baseline andthe resource utilization ceiling, designate priority protection units, keycontrol units and general control units, and specify the corresponding list ofecological and environmental access requirements. No production or constructionactivities shall be carried out in violation of the list of ecological andenvironmental access requirements.
