中华人民共和国生态环境法典（2026年8月15日起施行）第八十三条

编制有关开发利用规划，建设对生态环境有影响的项目，应当依法进行生态环境影响评价。

未依法进行生态环境影响评价的开发利用规划，不得组织实施；未依法进行生态环境影响评价的建设项目，不得开工建设。

An ecologicaland environmental impact assessment shall be conducted in accordance with thelaw for preparing plans of development and utilization, and for constructionprojects that impact the ecology and environment.

No plan ofdevelopment and utilization, for which relevant ecological and environmentalimpact assessment has not been conducted in accordance with the law, shall beimplemented. No construction project, for which relevant ecological andenvironmental impact assessment has not been conducted in accordance with thelaw, shall commence the construction.
