中华人民共和国生态环境法典（2026年8月15日起施行）第九十六条

建设项目的生态环境影响报告书应当包括下列内容：

（一）建设项目概况；

（二）建设项目周围生态环境现状；

（三）建设项目对生态环境可能造成影响的分析、预测和评估；

（四）建设项目生态环境保护措施及其技术、经济论证；

（五）建设项目对生态环境影响的经济损益分析；

（六）对建设项目实施生态环境监测和排放管理的建议；

（七）生态环境影响评价的结论；

（八）法律规定的其他内容。

生态环境影响报告表和生态环境影响登记表的内容和格式，由国务院生态环境主管部门制定。

Ecologicaland Environmental Code of The People's Republic of China (effectiveon August 15, 2026), Article 96

An ecologicaland environmental impact report for a construction project shall include thefollowing contents:

1. a general description of the construction project;
2. the current ecological and environmental situation in the area surrounding the construction project;
3. an analysis, prediction and assessment of the potential impacts of the construction project on the ecology and environment;
4. the ecological and environmental protection measures for the construction project and a technical and economic feasibility analysis thereof;
5. an economic gain and loss analysis of the ecological and environmental impacts of the construction project;
6. recommendations on implementation of ecological and environmental monitoring and emissions management for the construction project;
7. the conclusion of the ecological and environmental impact assessment; and
8. any other matters prescribed by law.

The contents and format of ecological andenvironmental impact report forms and ecological and environmental impactregistration forms shall be prescribed by the competent authority of ecologyand environment under the State Council.
