建设单位报批的生态环境影响报告书应当附具对有关单位、专家和公众的意见采纳或者不采纳的说明。

When submitting an ecological andenvironmental impact report for approval, the construction entity shall attacha statement explaining whether the opinions of the relevant entities, expertsand the public have been accepted or not accepted.
