建设项目的生态环境影响报告书、生态环境影响报告表经批准后，建设项目的性质、规模、地点、采用的生产工艺或者防治污染、防止生态破坏的措施发生重大变动的，建设单位应当重新报批建设项目的生态环境影响报告书、生态环境影响报告表。

建设项目的生态环境影响报告书、生态环境影响报告表自批准之日起超过五年，该项目方开工建设的，其生态环境影响报告书、生态环境影响报告表应当报原审批部门重新审核；原审批部门应当自收到建设项目生态环境影响报告书、生态环境影响报告表之日起十日内，将审核意见书面通知建设单位。

Where, after anecological and environmental impact report or an ecological and environmentalimpact report form for a construction project has been approved, the nature,scale or location of the construction project, the production process adopted,or the measures for pollution prevention and control or ecological protectionundergoes any major change, the construction entity shall resubmit theecological and environmental impact report or report form for the constructionproject for approval.

Where construction of a project commencesmore than five years from the date of approval of its ecological andenvironmental impact report or report form, the ecological and environmentalimpact report or report form shall be submitted to the original examination andapproval authority for re-examination. The original examination and approvalauthority shall, within ten days from the date of receipt of the ecological andenvironmental impact report or report form, notify the construction entity inwriting of its review opinion.
