第一百零七条 建设项目的生态环境影响报告书、生态环境影响报告表未依法经审批部门审查或者审查后未予批准的，或者未经原审批部门重新审核同意的，建设单位不得开工建设。

Where an ecological and environmentalimpact report or an ecological and environmental impact report form for aconstruction project has not been reviewed by the examination and approvalauthority in accordance with the law, has been reviewed but not approved, orhas not obtained the approval of the original examination and approvalauthority upon re-examination, the construction entity shall not commenceconstruction.
