第一百二十三条 国务院组织制定国家突发生态环境事件应急预案并组织实施。县级以上地方人民政府应当制定本行政区域的突发生态环境事件应急预案并按照规定备案。

企业事业单位和其他生产经营者应当按照国家规定制定突发生态环境事件应急预案，报生态环境等有关部门备案。

The StateCouncil shall organize the formulation of the national ecological andenvironmental emergency response plan and organize its implementation. Localpeople's governments at or above the county level shall formulate ecologicaland environmental emergency response plans for their respective administrativeregions and submit such plans for filing in accordance with the relevantprovisions.

Enterprises, public institutions and otherproducers and business operators shall formulate environmental emergencyresponse plans in accordance with State regulations and submit such plans tothe competent authorities of ecology and environment and other relevantdepartments for filing.
