企业事业单位和其他生产经营者排放污染物的，应当依照法律法规和国务院生态环境主管部门的规定设置、使用污染物排放口（以下简称排污口）。

Where enterprises, public institutions and otherproducers and business operators discharge pollutants, they shall set up anduse pollutant discharge outlets (hereinafter referred to as "dischargeoutlets") in accordance with laws and regulations and the provisions ofthe competent authority of ecology and environment under the State Council.
