中华人民共和国生态环境法典（2026年8月15日起施行）第一百七十五条

第一百七十五条 根据污染物产生量、排放量、对生态环境的影响程度等因素，对实行排污许可管理的企业事业单位和其他生产经营者实行排污许可分类管理：

（一）污染物产生量、排放量或者对生态环境的影响程度较大的，实行排污许可重点管理；

（二）污染物产生量、排放量和对生态环境的影响程度都较小的，实行排污许可简化管理。

Ecological and Environmental Code of The People's Republicof China (effective on August 15,2026), Article 175

Enterprises, public institutions and otherproducers and business operators subject to pollutant discharge permitadministration shall be classified for the purposes of pollutant dischargepermit administration according to such factors as the quantity of pollutantsgenerated, the quantity of pollutants discharged, and the degree of impact onthe ecology and environment, as follows:

(1) where the quantity of pollutants generated ordischarged, or the degree of impact on the ecology and environment, isrelatively significant, key pollutant discharge permit administration shallapply;

(2) where the quantity of pollutants generated anddischarged, and the degree of impact on the ecology and environment, are allrelatively minor, simplified pollutant discharge permit administration shallapply.
