中华人民共和国生态环境法典（2026年8月15日起施行）第一百八十二条

排污许可证有效期为五年。在排污许可证有效期内，实行排污许可管理的企业事业单位和其他生产经营者有下列情形之一的，应当重新取得排污许可证：

（一）新建、改建、扩建排放污染物的项目；

（二）生产经营场所、排污口位置或者污染物排放方式、排放去向发生变化；

（三）排污口数量或者污染物排放种类、排放浓度、排放量增加；

（四）法律、行政法规规定的其他情形。

Ecological and Environmental Code of The People's Republicof China (effective on August 15,2026), Article 182

A pollutant discharge permit shall be valid for aperiod of five years. During the validity period of a pollutant dischargepermit, enterprises, public institutions and other producers and businessoperators subject to pollutant discharge permit administration shall obtain anew pollutant discharge permit where any of the following circumstances arises:

(1) a new project involving pollutant discharges isconstructed, or an existing project involving pollutant discharges isreconstructed or expanded;

(2) there is a change in the location of theproduction and business premises, the location of any discharge outlet, themethod of pollutant discharge, or the destination of pollutant discharges;

(3) the number of discharge outlets increases, orthe categories, discharge concentrations or discharge quantities of pollutantsincrease; or

(4) any other circumstance prescribed by laws oradministrative regulations.
