在用重型汽车、船舶、非道路移动机械等未按照规定安装排放控制系统或者排放控制系统不符合要求，不能达标排放的，应当加装或者更换符合要求的排放控制系统，或者采取其他有效措施。

Where in-use heavy-duty motor vehicles, vessels,non-road mobile machinery, among others, have not been installed with emissioncontrol systems as required, or if the emission control systems fail to meetrequirements and therefore cannot meet emission standards, emission controlsystems that meet requirements shall be installed or replaced, or othereffective measures shall be taken.
