中华人民共和国生态环境法典（2026年8月15日起施行）第二百七十四条

国务院生态环境主管部门会同国务院卫生健康主管部门，根据对公众健康、生态环境的危害和影响程度，制定公布有毒有害水污染物名录并适时更新，实行风险管理。

排放前款规定名录中所列有毒有害水污染物的企业事业单位和其他生产经营者，应当对排污口和周边环境进行监测，评估环境风险，排查环境安全隐患，并向社会公开有毒有害水污染物信息，采取有效措施防范环境风险。

The competent department of ecology and environmentunder the State Council shall, in conjunction with the competent department ofhealth under the State Council, formulate and publish a catalogue of toxic andhazardous water pollutants, and update it in a timely manner based on the degreeof harm and impact of water pollutants on public health and the ecology andenvironment, and implement risk management.

Enterprises, public institutions and other producersand business operators that discharge toxic and hazardous water pollutantslisted in the catalogue referred to in the preceding paragraph shall monitorpollutant discharge outlets and the surrounding environment, assessenvironmental risks, investigate environmental safety hidden hazards, discloseinformation on toxic and hazardous water pollutants to the public, and takeeffective measures to be on guard against environmental risks.
