企业事业单位发生事故或者其他突发性事件，造成或者可能造成水污染事故的，应当立即启动本单位的应急预案，采取隔离等应急措施，防止水污染物进入水体，并向事故发生地县级以上地方人民政府或者生态环境主管部门报告。生态环境主管部门接到报告后，应当及时向本级人民政府报告，并抄送水行政、应急管理等有关部门。

造成渔业污染事故或者渔业船舶造成水污染事故的，应当向事故发生地渔业渔政主管部门报告，接受调查处理。其他船舶造成水污染事故的，应当向事故发生地海事管理机构报告，接受调查处理；给渔业造成损害的，海事管理机构应当通知渔业渔政主管部门参与调查处理。

Where an accident or any other emergency occurs inan enterprise or public institution causes or may cause a water pollutionincident, the entity shall immediately activate its contingency plan, takeisolation and other emergency response measures to prevent water pollutantsfrom entering water bodies, and report the incident to the local people'sgovernment at or above the county level or the competent department of ecologyand environment in the place where the incident occurred. Upon receipt of sucha report, the department of ecology and environment shall promptly report it tothe people's government at the corresponding level and send a duplicate to the relevantdepartments such as water administration and emergency management.

Where a fishery pollution incident occurs or a fishingvessel causes a water pollution incident, the incident shall be reported to thecompetent department of fisheries and fisheries administration in the placewhere the incident occurred, and the parties concerned shall undergoinvestigation and handling. Where any other vessel causes a water pollutionincident, the incident shall be reported to the maritime administrationauthority in the place where the incident occurred, and the parties concernedshall undergo investigation and handling. Where damage is caused to fisheries,the maritime administration authority shall notify the competent department offisheries and fisheries administration to participate in the investigation andhandling of the incident.
