企业事业单位和其他生产经营者应当优先使用清洁低碳能源，采用资源利用率高、污染物排放量少的清洁生产工艺，防止对海洋环境的污染。

Enterprises, public institutions and other producersand business operators shall give priority to the use of clean and low-carbonenergy and adopt cleaner production processes with high resource utilizationefficiency and low pollutant emissions, so as to prevent pollution of themarine environment.
