可能发生海洋污染事件的单位，应当按照规定制定本单位的应急预案，配备应急设备和器材，定期组织开展应急演练；应急预案应当报负有海洋生态环境保护监督管理职责的部门、机构备案。

Entities that may be involved in marine pollutionincidents shall, in accordance with the relevant provisions, develop their owncontingency plans, equip themselves with emergency equipment and apparatus, andorganize emergency drills on a regular basis. Such contingency plans shall befiled for record with the competent departments or authorities responsible forthe supervision and administration of marine ecological and environmentalprotection.
