生产、贮存、运输、使用、回收、处置、排放有毒有害物质的单位和个人，应当采取有效措施，防止有毒有害物质渗漏、流失、扬散，避免土壤受到污染。

Entities and individuals engaged in the production,storage, transportation, use, recycling, disposal or discharge of toxic andhazardous substances shall take effective measures to prevent the leakage, lossor dispersion of such substances and avoid soil contamination.
