中华人民共和国生态环境法典（2026年8月15日起施行）第四百二十四条

禁止生产、销售或者使用国家明令禁止的农业投入品。

农业投入品生产者、销售者和使用者应当及时回收农药、肥料等农业投入品的包装废弃物和农用薄膜，并将农药包装废弃物交由专门的机构或者组织进行无害化处理。具体办法由国务院农业农村主管部门会同国务院生态环境等有关部门制定。

It is prohibited to produce, sell or useagricultural inputs banned by explicit order by the State.

Producers, sellers and users of agricultural inputsshall promptly collect packaging waste and agricultural film from agriculturalinputs such as pesticides and fertilizers, and shall deliver pesticidepackaging waste to specialized institutions or organizations for harmlesstreatment. The specific measures shall be formulated by the competentdepartment of agriculture and rural affairs under the State Council jointlywith relevant departments such as that of ecology and environment under theState Council.
