对开发建设过程中剥离的表土，应当单独收集和存放，符合条件的应当优先用于土地复垦、土壤改良、造地和绿化等。

禁止将重金属或者其他有毒有害物质含量超标的工业固体废物、生活垃圾或者污染土壤用于土地复垦。

Topsoil stripped during development andconstruction activities shall be collected and stored separately and, whereconditions permit, shall be given priority for use in land rehabilitation, soilimprovement, land formation and greening.

It is prohibited to use industrial solid waste,domestic waste containing excessive heavy metals or other toxic and hazardoussubstances or contaminated soil for land rehabilitation.
