发生突发事件可能造成土壤污染的，地方人民政府及其有关部门、有关企业事业单位和其他生产经营者应当立即采取应急措施，防止土壤污染，并依照本法规定做好土壤污染状况监测、调查和土壤污染风险评估、风险管控、修复等工作。

Where an emergency incident is likely to cause soilpollution, the local people's government and its relevant departments, therelevant enterprises, public institutions and other producers and businessoperators shall immediately take emergency measures to prevent soil pollutionand, in accordance with the provisions of this Code, carry out monitoring,investigation, risk assessment, risk control, and remediation of soil pollutionstatus.
