对建设用地土壤污染风险管控和修复名录中需要实施修复的地块，土壤污染责任人应当结合国土空间规划编制修复方案，报地方人民政府生态环境主管部门备案并实施。修复方案应当包括地下水污染防治的内容。

For land parcels included in the list of soilpollution risk control and remediation of construction land that requireremediation, the person responsible for the soil pollution shall prepare aremediation plan in conjunction with territorial spatial planning, file theplan with the competent department of ecology and environment of the localpeople's government for record, and implement it. The remediation plan shallinclude measures for the prevention and control of groundwater pollution.
