转移固体废物出省、自治区、直辖市行政区域贮存、处置的，应当向固体废物移出地省级人民政府生态环境主管部门提出申请。移出地省级人民政府生态环境主管部门应当及时商经接受地省级人民政府生态环境主管部门同意后，在规定期限内批准转移该固体废物出省、自治区、直辖市行政区域。未经批准的，不得转移。

转移固体废物出省、自治区、直辖市行政区域利用的，应当通过固体废物污染防治信息平台等提前将有关信息报送固体废物移出地和接受地省级人民政府生态环境主管部门。

Where solid waste is transferred out of provinces,autonomous regions, or municipalities directly under the Central Government forstorage or disposal, an application shall be submitted to the competentdepartment of ecology and environment of the people's government at theprovincial level in the place of dispatch. The competent department of ecologyand environment of the people's government at the provincial level in the placeof dispatch shall, after timely consultation and obtaining the consent of thecompetent department of ecology and environment of the people's government atthe provincial level in the receiving province, approve the transfer within theprescribed time limit. No such transfer shall take place without approval.

Where solid waste is to be transferred out of provinces,autonomous regions, or municipalities directly under the Central Government forutilization, the relevant information shall be submitted in advance, throughthe Solid Waste Pollution Prevention and Control Information Platform or otherprescribed means, to the competent departments of ecology and environment ofthe people's governments at the provincial level in both the place of dispatchand the receiving place.
