转移危险废物的，应当按照国家规定填写、运行危险废物电子或者纸质转移联单。

跨省、自治区、直辖市转移危险废物的，应当向危险废物移出地省级人民政府生态环境主管部门申请。移出地省级人民政府生态环境主管部门应当及时商经接受地省级人民政府生态环境主管部门同意后，在规定期限内批准转移该危险废物，并将批准信息通报相关省级人民政府生态环境主管部门和交通运输主管部门。未经批准的，不得转移。

危险废物转移管理应当全程管控、提高效率，具体办法由国务院生态环境主管部门会同国务院交通运输主管部门、公安部门制定。

Where hazardous waste is transferred, an electronicor paper hazardous waste transfer manifest shall be completed and used inaccordance with State regulations.

Where hazardous waste is transferred acrossprovinces, autonomous regions, or municipalities directly under the CentralGovernment, an application shall be submitted to the competent department ofecology and environment of the people's government at the provincial level inthe place of dispatch. The competent department of ecology and environment ofthe people's government at the provincial level in the place of dispatch shall,after timely consultation and obtaining the consent of the competent departmentof ecology and environment of the people's government at the provincial levelof the receiving place, approve the transfer of the hazardous waste within theprescribed time limit, and notify the relevant competent departments of ecologyand environment and transport of the people's governments at the provinciallevel of the approval. No transfer shall take place without approval.

The administration of hazardous waste transfers shallensure whole-process control and improve efficiency. The specific measuresshall be formulated by the competent department of ecology and environmentunder the State Council jointly with the competent departments of transport,and the public security under the State Council.
