施工单位应当按照规定制定噪声污染防治实施方案，采取有效措施，减少振动、降低噪声。建设单位应当监督施工单位落实噪声污染防治实施方案。

The construction entity shall, in accordance with therelevant provisions, formulate an implementation plan for the prevention andcontrol of noise pollution and take effective measures to reduce vibration andnoise. The project owner shall supervise the construction entity inimplementing the implementation plan for the prevention and control of noisepollution.
