国家实行新化学物质环境管理登记制度。

生产、进口新化学物质的企业事业单位，应当在生产、进口前向国务院生态环境主管部门申请新化学物质环境管理登记。

Ecological and Environmental Code of The People's Republic ofChina (effective on August 15, 2026), Article 650

The State shall implement an environmentalmanagement registration system for new chemical substances.

Enterprises and publicinstitutions that produce or import new chemical substances shall, before suchproduction or importation, apply to the competent department of ecology andenvironment under the State Council for environmental management registrationof new chemical substances.
