禁止无新化学物质环境管理登记证或者不按照新化学物质环境管理登记证的要求生产、进口新化学物质。禁止使用无新化学物质环境管理登记证的企业事业单位生产、进口的新化学物质生产产品。

Ecological and Environmental Code of The People's Republic ofChina (effective on August 15, 2026), Article 651

It is prohibited to produce or import a newchemical substance without a certificate of environmental managementregistration for the new chemical substance or otherwise than in accordancewith the requirements of such certificate.

It is prohibited to use anew chemical substance produced or imported by an enterprise or publicinstitution without a certificate of environmental management registration forthe new chemical substance in the manufacture of products.
