禁止在泥炭沼泽湿地开采泥炭或者擅自开采地下水；禁止将泥炭沼泽湿地蓄水向外排放，因防灾减灾需要的除外。

It is prohibited to extractpeat from peat bog wetlands or to extract groundwater without authorization. Itis prohibited to discharge stored water from peat bog wetlands, except wherenecessary for disaster prevention and mitigation.
