未经省级以上人民政府渔业渔政主管部门批准，任何单位和个人不得在水产种质资源保护区内从事捕捞活动。

禁止非法占用或者破坏水产种质资源保护区。

Ecological and Environmental Code of The People's Republic ofChina (effective on August 15, 2026), Article 796

No entity or individual shall engage in fishingactivities within a conservation zone of aquatic germplasm resources withoutapproval from the competent department of fisheries and fishery administrationof the people's government at or above the provincial level.

It is prohibited toillegally occupy or damage conservation zones of aquatic germplasm resources.
