草原承包经营者应当合理利用草原，不得超过林业草原主管部门核定的载畜量，采取有效措施保持草畜平衡。

牧区的草原承包经营者应当实行划区轮牧，合理配置畜群，均衡利用草原。

Grassland contract operators shall make rationaluse of grasslands and shall not exceed the livestock capacity approved by thecompetent forestry and grassland authorities. Effective measures shall be takento maintain a balance between grassland and livestock.

Grassland contract operatorsin pastoral areas shall implement zoning rotation for grazing, rational allocationof livestock herds, and balanced use of grasslands.
