中华人民共和国生态环境法典（2026年8月15日起施行）第九百六十五条

企业在进行技术改造过程中，应当采取以下清洁生产措施：

（一）采用无毒无害或者低毒低害的原料，替代毒性大、危害严重的原料；

（二）采用资源利用率高、污染物和温室气体产生量少的工艺和设备，替代资源利用率低、污染物和温室气体产生量多的工艺和设备；

（三）对生产过程中产生的废弃物进行综合利用；

（四）采用能够达到国家或者地方规定的污染物排放标准和污染物排放总量控制指标的污染防治技术。

Ecological and Environmental Code of The People's Republic ofChina (effective on August 15, 2026), Article 965

In the course of technological transformation,enterprises shall adopt the following cleaner production measures:

(1) use non-toxic, harmless, or low-toxicity andlow-harm raw materials to replace raw materials with high toxicity or seriousharm;

(2) adopt processes and equipment with highresource utilization efficiency and low generation of pollutants and greenhousegases to replace processes and equipment with low resource utilizationefficiency and high generation of pollutants and greenhouse gases;

(3) comprehensively utilize the wastes generatedduring the production process; and

(4) adopt pollutionprevention and control technologies capable of meeting the pollutant dischargestandards and total pollutant discharge control targets prescribed by the Stateor local authorities.
