企业应当对生产和服务过程中的资源消耗以及废弃物的产生情况进行监测，并根据需要对生产和服务实施清洁生产审核。

国家加强清洁生产审核结果应用，将其作为用水定额等差异化政策制定和实施的重要依据。

清洁生产审核的具体办法，由国务院发展改革、生态环境部门会同有关部门制定。

Ecological and Environmental Code of The People's Republic ofChina (effective on August 15, 2026), Article 966

Enterprises shall monitor resource consumption and wastegeneration in the process of production and service, and conduct cleanerproduction audits of their production and services where necessary.

The State shall strengthen the application of theresults of cleaner production audits and use such results as an important basisfor the formulation and implementation of differentiated policies such as waterquotas.

The specific measures forcleaner production audits shall be formulated by the development and reformdepartment and the department of ecology and environment under the StateCouncil, jointly with relevant departments.
