电器电子、机动车、铅蓄电池、动力电池等产品的生产者应当按照国家规定，以自建或者委托等方式建立与产品销售量相匹配的废旧产品回收体系，并向社会公开，履行回收和利用责任。

Producers of electrical andelectronic appliances, motor vehicles, lead-acid batteries and power batteries,and other similar products shall, in accordance with State regulations,establish, either independently or through entrustment, a waste and used productrecycling system commensurate with the sales volume of their products, makesuch system publicly available to fulfill their recycling and utilization responsibilities.
