国家建立健全风电和光伏发电退役设备处理责任制度。

从事风电、光伏发电建设运营的企业，应当自行或者委托具备条件的企业对退役风电机组叶片、光伏组件等进行循环利用或者无害化处置。

The State shall establish and improve theresponsibility system for the treatment of decommissioned equipment from windpower and photovoltaic power generation.

Enterprises engaged in theconstruction or operation of wind power or photovoltaic power generationprojects shall, either independently or by entrusting qualified enterprises, carryout recycling or environmentally sound disposal of decommissioned wind turbineblades, photovoltaic modules and other related components.
