中华人民共和国生态环境法典（2026年8月15日起施行）第九百九十八条

国家依法禁止和限制生产、销售、使用不可降解塑料袋等一次性塑料制品，鼓励、引导减少使用和积极回收一次性塑料制品，推广应用可循环、易回收、可降解且无害的替代产品。

商品零售场所开办单位、电子商务平台企业和快递企业、外卖企业应当按照国家规定，向商务、邮政管理等部门报告一次性塑料制品的使用、回收情况。

Ecological and Environmental Code of The People's Republic ofChina (effective on August 15, 2026), Article 998

The State shall, in accordance with the law,prohibit and restrict the production, sale, and use of disposable plasticproducts such as non-degradable plastic bags. The State shall encourage andguide the reduction in use of disposable plastic products and promote theiractive recycling, as well as promote the application of alternative productsthat are reusable, easily recyclable, degradable and harmless.

Operators of retailpremises, e-commerce platform enterprises, express delivery enterprises, andfood delivery enterprises shall, in accordance with State regulations, reportthe use and recycling of disposable plastic products to the competent commerce,postal administration, and other relevant authorities.
