重点用能单位应当每年向节能主管部门报送能源利用状况报告。节能主管部门应当对重点用能单位报送的能源利用状况报告进行审查。重点用能单位的范围适用《中华人民共和国节约能源法》的有关规定。

Ecological and Environmental Code of The People's Republic ofChina (effective on August 15, 2026), Article 1010

Key energy-consuming entities shall submit annualreports on their energy utilization status to the competent energy conservationauthorities. The competent energy conservation authorities shall review the reportsof energy utilization status submitted by key energy-consuming entities. Thescope of key energy-consuming entities shall be subject to the relevantprovisions of the Energy Conservation Law of the People’s Republic of China.
